Which of the following most accurately describes the problem?

N Electronic seals designed to reduce the risk of stowaways in hauliers' vehicles are available from Encrypta Electronics. It says its reusable seals offer a higher level of security than plastic or metal equivalents.

From next April £2,000 fines are due to be imposed in the UK for each illegal immigrant found on board a truck.

Encrypta marketing director Mark Hayward says the company's sealing system provides proof of tampering and records the time and date of each incident, which will indicate where it happened. He adds that insurers need this information to determine any liability for damage stowaways cause to goods.

But Laser Transport, whose vehicles have been used by stowaways, says most of these incidents involved tampering with the TIR cord rather than the seal. Nick Charlesworth, divisional manager of the company's depot in Hythe, Kent, says: "As far as I know, an electronic seal does not detect a break in the TIR cord and that is the most common means of access."
