Delivering the annual Andrew Meiklejohn Memorial Lecture he urged managements to prepare to put the regulations into effect when they become law in 10 months time . and they could lead to 140,000 representatives being appointed.

"Factory inspectors all over the country have reported to me that managements are inadequately prepared for the regulations and lack the competence to work with them," said Mr Hammer.

He said that not only were many managements unsure of the rights and limitations of the representatives, many middle managers were also unaware of the safety aspects of their own responsibilities.

"As a result they may dispute issues when they should concede and concede when they should investigate more deeply the real point at issue," said Mr Hammer.
