-he e-ritish road passenger transport industry, like its freight counterpart, is ine of the country's vastly under-rated industries. It serves millions of assengers each day; it is capable of serving many millions more. The fact 'tat it is under-utilised is the result of an antiquated system of licensing.

The public service vehicle operator still has to prove need before a cence is granted. He still has to meet, contest and defeat objections from .ritish Rail. He still has to satisfy not only the chairman of the Traffic ommissioners but also those less experienced and seldom qualified who assist" the chairman.

To prove need almost means parading 40 prospective passengers trough the court. The passenger witnesses must be prepared to be Kamined as to why BR does not suit them. The commuters' problem in nancial terms alone is acute; it will be more so on January 1. That is selfrident.

The time has come when the industry should be released from its iackles and be asked to prove only its ness to meet the needs of the welling public.

This it could do admirably, not tly in work but in deed.
