Which of the following most accurately describes the problem?

A MANCHESTER operator has had his threevehicle, three-trailer licence cut to two vehicles and two trailers after he was stopped while driving without an MoT or road tax.

Appearing before North-Western Traffic Commissioner Beverley Bell, Wayne Lewis, trading as W Lewis Transport, said he had two vehicles on the licence last year. One was stolen in December and the other had been taken off the licence inAugust 2006 and sold. He needed his 0-licence to develop his fledgling skip-hire business as he had just purchased a skip vehicle and was doing up another. He had left tipper work as the job had got too hard and the rates too low.

Asked about an S-marked prohibition (indicating a serious lapse in maintenance), Lewis said he had been driving the vehicle to a scrap dealer when stopped by the police. He agreed there was no MoT or road tax, saying he had just taken a chance. He also agreed that the excise licence on a vehicle seen parked on the highway had expired in June 2006.

TheTC suspended the licence for four days until the hearing could be resumed with requested documents on finance and maintenance arrangements that Lewis had failed to bring to the inquiry.

Cutting the licence to two vehicles and two trailers after examining the documentation when the hearing resumed, the TC told Lewis he was"on her radar" and Vosa would carry out a check in the next six months. If that was satisfactory, there was no reason why he could not go back to three vehicles and three trailers.
