Which of the following most accurately describes the problem?

SALES OFVolvoTrucks continue Lobe strong in Europe but weak in the United States according to the company's latest figures.

In the second quarter of 2007 orders rose by 68% in Europe, where Volvo says it is increasing capacity to make sure it can keep up with demand. The half-year trends for Eastern Europe (up 81% ), Asia (up 15%) and South America (up 27%) are all strong.

In North America the order book is going in the other direction (down 79% in the quarter), a drop Volvo attributes partly to the transition to new trucks with a new generation of engines. Volvo adds: "There were also disturbances in conjunction with changes in the North American production structure."

The number of trucks delivered in North America fell from more than 9,000 in the second quarter of 2006 to under 2,000 in the same period in 2007.
