The company, of Mid-Craigie Industrial Estate, Mid-Craigie, East Kingsway, had applied for a licence for the operation of five vehicles and five trailers before the Scottish Deputy Traffic Commissioner Richard MacFarlane at a Dundee public inquiry. The directors of the company were said to be John Petrie and Ian Sandeman and the nominated transport manager was James Dorrans.

Last September Scottish Traffic Commissioner Michael Betts received a licence application by Transco (Scotland), a company of which Arthur Low was a director and his daughter the nominated transport manager, for a new national licence for four vehicles and four trailers from the same operating centre.

Betts rejected the bid on the grounds that the company did not meet the requirements in relation to good repute, finance and professional competence because of their connections with a series of failed businesses. These firms included Avon Trucks, Willow Trans port and Oasis Transport. The Deputy Traffic Commissioner was concerned that East Coast might have been set up as a "front" for Arthur Low, but he granted the application fol lowing the undertakings.
