Which of the following most accurately describes the problem?

vehicle manufacturers are being criticised for their lethargy in security matters, Mercedes-Benz (UK) has responded with a new generation of security systems. The new equipment, developed in collaboration with Scorpion Vehicle Security, covers Mercedes' entire van and truck range. According to the Road Haulage Association's latest figures, theft of and from CVs has risen by 73% over the past 10 years to around 40,000 incidents a year. Most trucks are stolen for their loads, but 4,000 a year are never seen again. The new M-B range includes an immobiliser, alarm upgrades and highsecurity locks, all of which exceed major insurers' requirements. The immobiliser can be customised to suit individual needs and includes advanced antitamper features, while the alarms are offered as upgrades, either to these immobilisers or to M-B's original equipment. The alarm systems are also fully customisable; they include features to enhance perimeter, anti-hijack and load-in-transit protection. The high-security locking systems include slamlocks and deadlocks.
