Which of the following most accurately describes the problem?

• Newport, Gwent-based Frank Wall, who was given two days in which to get his two vehicles through a fresh MoT test, by South Wales Licensing Authority John Mervyn Pugh (CM5-11 March), has had his licence renewed for 12 months.

Norman Lloyd Edwards, for Wall, told a resumed Cardiff public inquiry that although one vehicle had passed, there had been a few problems with the other. The firm had now contracted out its maintenance to a commercial garage, with vehicles being booked in in advance.

Mervyn Pugh commented that Wall appeared to have got the message, after being told he had joined the Freight Transport Association.
