Which of the following most accurately describes the problem?

TIPPER BUILDER Thompsons is to build a second factory next door to its existing plant in Blackburn. This will add nearly 3,000m2 of production space to Thompsons' rapidly expanding empire when it opens next summer.

The original Blackburn plant has attracted new buyers from the North and Scotland since opening five years ago; sales director Scott Burton says demand is at unprecedented levels.

The new site will be the Thompsons Group's fifth factory, including the Dover-based Charlton Bodies plant. According to its latest accounts filed at Companies House the firm made a pre-tax loss of £25,783 for the year ending September 2004.
