Which of the following most accurately describes the problem?

THE HAZCHEM Network aims to be moving 400 pallets a night by the first quarter of 2006.

Speaking exclusively to CornmercialMotor, director Glyn Jones says he is delighted with the progress Hazchem has made since its launch last October: "The first year has been as expected;we have doubled the number of pallets being moved since January.

"There is increased awareness among hauliers of the extent to which the hazardous market is unique and needs to be handled by a specialist." he adds."This is especially so given the new regulations for the movement of dangerous goods in small quantities.

"We were a new company so people didn't jump straight into join us, but now hauliers have seen we are a stable business more inquires are coming in. It looks to he a good year ahead."

The network has recently teamed up with Van Hee training to establish an ADR training centre at its Rugby hub covering core, packages, tankers and classes 2,3,4,5,6,8 and 9.

The firm made a loss of £595,736 in its first year of operation, according to its latest accounts.
