Which of the following most accurately describes the problem?

• The use of Fastrak tractors and trailers to carry

goods has ended with two Yorkshire men being

ordered to pay fines and costs totalling £900. Philip Pool, of MaIton, pleaded guilty to using a vehicle without an 0-licence and without a tachograph installed when he appeared before the Ski pton Magistrates. He was fined 2350 and ordered to pay 2300 costs. At the same court, John Wilson, of Swinnerton, near Leeds, admitted using a vehicle without an 0-licence. He was fined £150 and ordered to pay £100 costs. Prosecuting for the Vehicle Inspectorate, Richard Wadkin said Pool's Fastrak had been stopped between Malton and Skipton laden with straw. Wilson had been travelling from 5winnerton to Skipton carrying fodder beet. Wilson had an 0-licence, but there was no margin on 4, and the vehicle was not specified.
