Which of the following most accurately describes the problem?

FURTHER IMPROVEMENTS have been made to the M9/A9 trunk road between Stirling and Perth with the opening of a fivemile (8km) bypass section of dual carriageway.

The new road bypasses Auchterarder and Aberuthven and will eliminate congestion in these towns during the summer.

The bypass cost £6.5m to build and has been completed four months ahead of schedule.

• One third of the cost of the four remaining sections of the Edinburgh Outer City bypass is to be paid for by the Government because Lothian Regional Council has insufficient funds. An increase in the council's roads and transport capital expenditure allocations will now allow the completion of the city bypass by 1990.
