This was not feasible because the practice is allowed if only children are carried possibly with attendants However, the Public Service Vehicles and Trolley Vehicles (Carrying Capacity) Regulations 1 954 apply. Regulation 3 provides that where only children are carried with up to six attendants then three children not exceeding 15 years of age may be counted as two passengers.
