Which of the following most accurately describes the problem?

PLANS are well advanced for the London Borough of Hillingdon to operate a stage carriage service from Ruislip to Rickmansworth calling at two local hospitals.

This would mean the partial withdrawal of existing routes operated by both London Transport and London County Bus Services. Both these routes are already subsidised by the borough.

Hillingdon intends to buy three Bristol midibuses to run the new service. These will be crewed by LT staff and based at an LT bus garage. The total cost of running the service is estimated to be £43,000 a year, of which only about E10,000 would be met by fares.
