In a letter to the Secretary State for Health, Mr Dav Ennals, RHA secretary (C October 22) Mr Eric Russ' describes the charges as "di criminatory" when compari with the fact that no oth industries paid extra for tl cost of their accident injurie: "The effect of raising ti cost of insurance is to raise ti cost of operating a vehicle al therefore of the goods that carries," said Mr Russell.
