Which of the following most accurately describes the problem?

• A New Zealand truck dealer, Ray Vincent Ltd, of Penrose, Auckland, is offering twin-steer Seddons based on the Pennine 4 VS-engined bus chassis. In their sixwheeled form the Seddon chassis are being sold primarily for big vans.

An extra axle allows more flexibility of operation because in New Zealand there are dual weight limits on axles, according to the class of road. On class 1 roads an axle with single tyres can be loaded to 12,000lb and one with twin tyres can be loaded to 18,000lb. But on class 2 roads these limits are reduced to 11,000lb and 16,000lb. With an extra front axle the Vincent Seddons can still leave capacity to spare on the class 2 limits even when loaded to 16 tons gross.
