Which of the following most accurately describes the problem?

USERS OF THE government's Freight Best Practice (FBP) scheme have saved £190m, according to an independent report.

An impact assessment study commissioned by the Department for Transport (DfT) found that on average FBP users saved £41000, compared with the £12,000 saved by those taking their own approach to fuel savings.

Awareness of the scheme has also increased since 2003 the report found that 24% of the 1,558 companies interviewed knew of FBP, compared with 13% four years ago. Awareness among fleets with more than 24 vehicles has increased from 10% to 36% since 2003.

The study found 20% of respondents did not use FBP because of a lack of time; one company said it couldn't make use of FBP because we sometimes work 24-hour days".

The report concludes that the freight industry has been active with regard to implementing fuel-efficiency measures but there is still scope for improvement: "The conversion rate from awareness to use is much higher among large fleets than other size fleets. The larger fleets have the ability to save a greater amount of fuel per fleet than smaller fleets. The programme therefore could target a small number of fleets that can achieve a higher proportion of savings."
