Which of the following most accurately describes the problem?

A haulage firm and 11 drivers were fined nearly £7,000 by Evesham Magistrates after the employees illegally exceeded their driving hours—by going to the chip shop. By breaching the driving limit of four-and-a-half hours without a break the drivers put themselves and other road users at risk, Lee Trubshaw, prosecuting for the Vehicle Inspectorate, said.

Haulier David Curnock of Claines, near Worcester, was fined a total of £4,650 with £1,350 costs after admitting 17 charges of failing to have tachographs in proper working order and 14 offences of permitting drivers to exceed their driving hours.

The 11 drivers were fined a total of 12,100 with £1,100 costs after admitting similar offences.

Mr Michael McKnight, defending, said: The exceeded mileage was not excessive and this is because the drivers who were out from Monday to Friday used their trucks to go to the nearest chip shop to get a meal."

McKnight added: Now measures have been carried out to make sure the drivers do not exceed their driving hours."
