THOUGH the Department of Transport is going ahead with its plans to hand over the testing of lorries to private firms, there was no authorising legislation mentioned in the Queen's Speech.

It was said that measures would be brought forward to replace public involvement in transport industries with further opportunities of private investment. It could be that the necessary law on testing will be included in plans to sell off part of nationalised concerns, such as British Rail Hotels and the Docks.

But this is unlikely. What will probably happen is that when the Department has sorted out the preliminaries and knows who is willing to take over the testing jobs, then a suitable Bill will be introduced.
