Which of the following most accurately describes the problem?

OIL, fatty and viscous sludges, even liquid chemicals in drums, can now be handled by a versatile vacuum tanker built for the Industrial Cleaning Services Division at Manchester-based Waste Management Ltd by Whale Tankers Ltd of Solihull.

Mounted on a Dodge 16-tonne chassis, the multi-service tanker is equipped with a large pump for solvent loading, transfer and discharge. A steam coil is included in the load compartment to reduce sludge viscosity.

Special pipe connections to the vacuum load compartment enable the tanker to fill direct from waste in drums.

Safety features of the 8,626 litre (1,900 gal) tanker include domed ends, a three-quarter diameter door and a fold-down handrail alongside the tank-top catwalk to the manholes.

The special Drum 0260 exhauster compressor is powered by a 16.5kW (22hp) Lister diesel auxiliary engine fitted with both spark and vapour arrestors.

The new unit is to be used as a travelling industrial cleaning service rather than just a waste transporter.
