Which of the following most accurately describes the problem?

A THREE-POINT programme of research to find ways of reducing wheel spray has been commissioned by the Environment Secretary.

Announcing this in the Upper House, Baroness Birk, Under-Secretary DoE, said that first there was a programme of practical tests aimed at finding a mudguard design that would reduce spray. She pointed out that the design would have to allow adequate ventilation to the wheels and brakes.

Secondly, experiments were being carried out to test a road surface which was both pervious and hard-wearing and which would allow surface water to drain away rapidly, thus reducing the amount of spray.

Thirdly, the Transport and Road Research Laboratory had a contract with Southampton University for research into the fundamental factors associated with spray formation.
