Which of the following most accurately describes the problem?

Since it stands well out on Morecambe Bay's northern tip, Barrow-in-Furness is far away from the heavy traffic arteries. Derek Hyde, the corporation transport manager, tells me that up to the moment the testing station in his depot has been working on Mondays only and at present is utilizing one of the bus inspection pits. Construction of the purposebuilt MoT station is proceeding well and completion is likely before Christmas. Recent times have not been too easy at Barrow for earlier in the year there were labour disputes, now happily settled by signing of the model agreement. Although all is now peace in that direction traffic levels are at present being hit by long drawn out strikes in sections of the shipyards. When I made inquiries on the sub ject I learned about a quarter of the shipyard workers were affected, sufficient to have a substantial influence on the carefully calculated loadings.
