Which of the following most accurately describes the problem?

• The Vehicle Inspectorate is reviewing the level of checks it carries out at all ports in the UK as it gears up to introduce checks for the Channel Tunnel.

Bob Lintern, VI head of operations for enforcement, says it is working with Eurotunnel, Dover Harbour Port Authority and other ports to maintain commercial sensitivity.

Lintern says the VI is striving for the system to be "fair and equitable" to everybody. Hauliers who feel that there are more checks for the Tunnel could divert on to the ferries and vice-versa, he adds.

Checks through the Channel Tunnel will be carried out at Coquelles, France about twice a month when the freight services resume. This follows legislation which was passed just before last November's fire.

The VI also plans to set up a new roadside checkpoint in Stamford, near the M20, to help target traffic using ports or the Channel Tunnel.
