Which of the following most accurately describes the problem?

" WE think the old arguments for subsidizing those going to and from Work, because they were a -lowly paid body who had to travel earlier than normal, have to some extent disappeared. All who travel at ordinary fares are not pleasure passengers—there is the housewife, for instance. It is a common fallacy that workers' buses, being always full, are operated at a profit. They make only two journeys a day, empty one way, and in many cases It means paying the drivers for the full eight hours."

The Northern Licensing Authority made this observation last week when Cumberland Motor Services, Ltd., applied to increase the basic rate of the 10and 12-journey workers' and schoolchildren's tickets from 0.85d. per mile to Id., also to advance certain excursions and tours fares. The Authority approved the application, which was designed to offset a £22,400 rise in annual costs.

An application has been lodged with the Western Licensing Authority by the Bristol Tramways and Carriage Co., Ltd., for an increase in fares on Bristol, Cheltenham, Gloucester, Weston-super-Mare and Bath country services, and on other services in Hanham, Stroud, Swindon, Westonsuper-Mare and Bath themselves.

It is proposed that the minimum single fare be lid., except on Hanham services where it will be 2d. Additions o 2d.-3d. to return charges are also

suggested. There will be adjustments of children's and work people's tickets.

With the grant by the Yorkshire Licensing Authority of their application to raise fares, the West Yorkshire Road Car Co., Ltd., have reviewed the whole of their rates structure and will leave untouched 40 per cent. of the tickets, whilst a further 25 per cent. will not be advanced to the full extent sanctioned.

Some fares will be raised by

and weekly tickets will be limited to a maximum of 12 journeys. Workmen's single tickets will be withdrawn and workmen's returns advanced,

The Authority's sanction of Huddersfield Corporation's application to raise their fares has caused Bradford Corporation, Hebble Motor Services, Ltd., the Yorkshire Traction Co., Ltd., and the West Riding Automobile to seek variations in certain charges. The North Western Road Car Co., Ltd., and the Yorkshire Woollen District Transport Co., Ltd., wish to modify fares on their joint Halifax-Manchester service. Keighley-West Yorkshire Services, Ltd., have received permission to raise fares on 26 routes.

The I id. and Sid. fares of the Hastings and District Tramways Co., Ltd., rose bY id. last week and season tickets went up 5 per cent. Return fares are now issued at I i times the adult single rate, and the minimum reduced return fare has been raised from 3d. to 4d. Charges of Maidstone and District Motor Services, Ltd., went up correspondingly.
