Which of the following most accurately describes the problem?

ASTRONG indication that the

Government are, at present, afraid to increase the speed limit on heavy vehicles from 20 m.p.h. to 30 m.p.h., lest industrial strife should be caused, was given in the House of Lords, last week, by Lord Leathers.

Answering Earl Howe, who asked when a decision could be expected, he replied: "Negotiations have taken place with a variety of interests and they are still going on. The Transport Act has recently been passed and a great many matters require attention, such as negotiations with labour and other interests. I think it would be a pity unduly to rush this matter while all these other urgent matters require attention."

He repeated his earlier statement that the proposal had a great deal to -commend it.

In reply to Lord Lucas, who suggested that the initiative should come from the Government, he said that the speed limit would be raised at. the earliest possible moment.
