Which of the following most accurately describes the problem?

The RHA says there is little alternative to investing in roads. We've already had 50 years use out of most of our motorways without any improvement in them and there is a sound argument for upgrading some of our A-roads into motorways.

It adds that there needs to be more use of CVs at night.

The FTA believes the government should look at practical solutions such as delivery curfews and widening trade routes.

In 1995 variable speed limits were introduced on the western stretch of the M25 and they have made a huge difference to traffic flow. Why hasn't this idea been extended to other areas?

Transport Minister Stephen Ladynnan says over the next 10 years the government will spend £140bn of taxpayers' money on road building and widening; traffic management; public transport; Highways Agency traffic officers; and looking at delivery curfews.

But he warns. "Our calculations show that despite all of that, congestion will be 25% worse by 2015, And that's why we've said we need to do something on top of those things.

"If somebody can come up with a better idea than road pricing we'll grab it. But at the moment road pricing is one of the few ideas that could make a signif icant difference to the situation beyond 2015."
