Congestion or the environment? A lot of people keep saying we should include environmental issues [in our consideration of road pricing] and some people say that if it was included then [road pricing] would suddenly become incredibly popular.
"My position has always been, and the DIT's position has always been, that it's going to be difficult enough to get a system that works for congestion. If when we've done all that there's an obvious way of also making it work for the environment then of course people would want us to do that.
"But let's first and foremost focus on congestion. If you try to tackle every problem in the world all at once you often end up solving none of them." Won7 it sort itself out?
"There is certainly no evidence that the way we demand-manage congestion at the momentatraffic jam-is working.
"And it's certainly a very expensive way of doing it if it was going to work."
