Which of the following most accurately describes the problem?

-HOUGH he has revoked seven vehicle PSV rator's licence of Euro lemy Coaches of Croy, Metropolitan Traffic maissioner Air-Vice Mar. Ronald Ashford says he epared to grant the corni's managing director Ant)/ Malone a new licence ect to certain conditions. shford says Malone was "fall guy" in what had f. on. There was no doubt a company called E. A. ches had been set up to ive the public and hide true identity of the -ator. As a result, many ale last money.

or Euro Academy, had Bromley-Martin said Malone set up Euro Academy, a company dealing with student travel, in 1971.

A subsidiary company, Euro Academy Coaches, was formed later and that company grew to the stage where Malone devoted more of his time to the coach company than to the principal company and a decision was taken to sell it.

Ashford said he had complaints from operators about unpaid bills and they were confused about whether they had been dealing with Euro Academy Coaches or E.A. Coaches.

Bromley-Martin said Malone had never acted improperly. No cheques issued in the name of Euro Academy had been dishonoured. When the coaches were transferred to Power Tour some were in need of replacement. They were traded in, and to Malone's anger the new vehicles were registered in the name of Adanti Travel.

Bromley-Martin said they had not been paid for though they had been physically transferred.

Ashford commented that the cheques bounced when three subsequent requests were made for the payment of t:1,890 for the licences.

Malone said the 1984/85 draft accounts of Euro Academy showed a net profit of 04,000. The companies were cross-guaranteed and there were personal guar antees from himself and his partner, so there was no doubt about the financial viability of Euro Academy Coaches.

Ashford said Mr Malone had ailed in the application form incorrectly in June 1985 by declaring he was operating coaches that he was not. Others profited by his mistakes by setting up a parallel company and the public had been the loser.

hi revoking the licence, he did not impugn Malone's repute. He is prepared to grant Malone a new licence within a week of him making application provided that all licence discs on the current licence arc returned.
