TRANSPORT MINISTER Norman Fowler is looking to private capital to finance the Channel Tunnel.
Mr Fowler told Parliament that he has been examining preliminary proposals by British Rail and SNCF for a single-track rail-only tunnel, and said he saw no reason why private risk capital should not be available.
