"It is no use complaining about lorries being badly parked if there is nowhere else for them to go. If the community wants lorries off the streets, it must provide money for lorry parks."

Mr Rogers also called for local government support and understanding on additional roads and by-passes; realistic ways of alleviating traffic flows; heavier permitted gross vehicle weights; more land designated for transport and warehousing use; quieter vehicles; vehicle taxation; co ordination of repair/ maintenance by other services on roads; and an end to local petty restrictions or interference in day-to-day operations.

"Local government should perhaps be thought of not so much as a local authority but as a local responsibility," he said.
