• The Minister of Transport has turned down an appeal of Heaps Tours Ltd. against the decision of the Yorkshire Traffic Commissioners, refusing to grant a road service licence for an express carriage service between Bradford and Leeds.

The application was made to provide a feeder service to convey pre-booked passengers to and from the appellant's tours starting from Leeds. The Commissioners thought that the proposed service would abstract traffic from other tours rather than create new traffic. As the general level of tours traffic in the area was declining, they considered that this might lead to an overall reduction of tours facilities in the area.

The Minister agreed with the views of the Traffic Commissioners, and, therefore, could not uphold the appeal.
