Which of the following most accurately describes the problem?

BASICALLY, the services rendered to humanity by the commercial-motor industry, through the medium of the municipalities, may be summed up as the promotion of prosperity, health and enjoyment, the allaying of suffering, and the preservation of life and property.

Which of these is the most important is hard to determine. That which appeals most strongly to the imagination is not necessarily, in the long run, the most beneficial to the whole populace. Disregarding the passenger-carrying side of the industry, there are more makers engaged in producing machines for the maintenance of cleanlineSS and hygiene than in any other branch of the activities with which we are at the moment concerned.

Street sweeping and washing, the purifying of drains and the disposal of rubbishare important factors in so far as the health of the nation is concerned, and certainly contribute to prosperity, enjoyment and safety. There would be little of the first-named, however, without road-making and maintaining machinery ; moreover, the pleasure of millions would be affected directly and indirectly.

Open spaces—playing fields, recreation grounds, golf courses and parks—are indispensable to national well-being and enjoyment. Those who benefit by these amenities are rather apt to take them for granted, but, in view of their present number, their upkeep, according to modern standards, would constitute a serious problem to the authorities responsible were it not for the mechanical appliances available.

Motor ambulances provide a swift and smooth means for transporting sick and injured persons to homes and hospitals, and upon the good work they perform the limelight is seldom directed. On the other hand, the most clamorous and glamorous of all road-using machines, the fire-engine, with its attendant escape, saves annually many useful lives and vast sums of money in property preserved from destruction by this dread peril.
