Which of the following most accurately describes the problem?

• Pervious road surfaces designed to reduce vehicle spray could be in use on British trunk roads next year.

The Transport and Road Research Laboratory has been evaluating pervious Macadam surfaces on the A38 Burton Bypass since 1984. The material appears to be as durable as conventional materials and is effective in reducing vehicle spray," says Transport Minister Peter Bottomley.

He plans to amend Department of Transport specifications to allow the pervious surface, but warns that cost is likely to restrict its use.
