Which of the following most accurately describes the problem?

fN a written decision, expedited I because there was work waiting to he carried out, the Metropolitan Licensing Authority has granted Annis and Co., Ltd.. one additional tractor unit of 44 tons and one trailer of the same unladen weight. These have been granted for the carriage of collars and kelleys, an indivisible load of exceptional length, but not abnormal.

During the hearing of the previous application, and before the Appeal Tribunal, it was stated by the applicant that all the work was the carriage of abnormal indivisible loads. It was now admitted that this was not so; the previous decision of the Authority was intended to reduce the number of abnormal indivisible loads carried. Had the Appeal Tribunal known that not all the work was the carriage of these loads it would not have granted three vehicles. says the decision.

By being fitted with oversize tyres, the tractor units previously concerned did not comply with the Construction and Use Regulations. The grant now made was a variation, it being suggeste4 that by fitting normal tyres, the vehicles would comply with the regulations.

S.O. SUCCEEDS: NORTHERN ROADWAYS WAITS

AFTER applying for unlimited duplication for the duration of the Festival of Britain, Scottish Omnibuses,

Ltd., and Western Ltd., have been granted a maximum of 12 vehicles daily to London from Glasgow and Edinburgh. Both the Scottish and the Metropolitan Licensing Authorities have agreed to this decision, which becomes effective at once.

The application of Northern Roadways, Ltd., for three additional vehicles from each point has also been granted, but the hearing of the application for backing licences does not come before the Metropolitan Licensing Authority until July 2.5. As a result, the concern has had to cancel 1,500 bookings for services up to July I. It was stated in Glasgow, last week, that the service had proved phenomenally popular. Every seat up to August 21 has been booked.
