Which of the following most accurately describes the problem?

• With just days before the government starts its negotiations for the sell-off of British Rail's freight businesses, Transport Development Group has publicly admitted an interest in Rai!freight Distribution's international services Deep-sea container and intermodal services connected to the Channel Tunnel are of greatest interest to TDG, although no bids have been put forward because of lack of financial information on the Freightliner and Railfreight Distribution international services.

"We could be interested in Railfreight Distribution but we have no idea of its costs... but we're users of rail freight now and we've got to be interested in the future of the business," says Paul Byrne, managing director of TDG's storage division. Byrne has been looking for the past six months at the sell-off for the group as a whole.
