Which of the following most accurately describes the problem?

Inventors are hard on the scent of that 10. per gallon : they mean to " see it back " for the owners of petroldriven vehicles. Even the extra 0.075d. per mile for a London motorcab deserves their attention, let alone the 0.3d. per mile for a London motorbus. Shall we really get a new type of carburetter, which will, at one and the same time, ease Mr. Lloyd-George's conscience without damaging either the ultimate yield to the Exchequer or the sales of spirit importers? The triple claim may cause the hypercritic to say " impossible," but we would retort that any device, fitting, or system which negatived the extra outlay per gallon upon fuel due to the tax, though it only brought users back to the pre-budget cost per hour for energy, would fulfil it. Proof of such an achievement must at once remove the lingering hesitancy of the prospective buyers who have unnecessarily taken fright, and must induce much fresh business as well. Hence, all three conditions of our question would be met.

The past two months have witnessed independent tests of a carburetter of unique design : it has no jet, yet scores of jets ; it has a precision feed, yet is not mechanically driven: it creates a practically-uniform mixture, through a wide range of r.p.m., for admission to the cylinders, yet it has no auxiliary air-valve; and it delivers its carburetted air in true proportion to the space swept by the pistons per second.
