Which of the following most accurately describes the problem?

• Mr Michael Heseltine MP, Parliamentary Under Secretary of State for the Environment, has agreed to perform the official opening of the conference "Psv operation in the Seventies" in London on March 11. As announced last week, this conference is being organized jointly by Commercial Motor and the Passenger Vehicle Operators Association. It will be open to PVOA members and their staffs and will be held at the Connaught Rooms, Great Queen St.

Mr Heseltine's interest in, and knowledge of, passenger transport is widely known. One of his first tasks on joining the DoE was to set in motion new transport studies in rural areas, and he has been outspoken on the subject of public passenger transport in towns and cities.

The conference programme was published in CM last week. It includes papers on rural transport; costing and business organization; marketing and publicity; and accident prevention, and there will be an expert panel to answer questions. The fee including coffee, cocktails, lunch, tea and documents is £12.

Administration and bookings are in the hands of Business and Industrial Training Ltd, 18 Exeter Street; London, WC2. (While the post remains interrupted, bookings may be telephoned to 01-836 2641/5.)
