Which of the following most accurately describes the problem?

ANEW express carriagem service between Hitch and Salisbury is proposed by Royal Blue Express Services, who have applied to the Metropolitan Traffic Commissioners for a licence in respect of such a service. The service is intended to bring the large outer area of North-west London into direct communication with the south-west by linking with an existing service to Bath, Bristol and Weston-super-Mare at Slough, and with services to the whole of the .south-west (except Bournemouth, Weymouth and so on) at Salisbury.

Royal Blue state that the need for this new service has been increasingly felt owing to the transfer of population from areas easily served from Victoria to new areas north-west of London where the journey to Victoria is one that to art extent involves back-tracking geographically. The route has been designed for fairly fast working and to achieve this the company has omitted certain large and congested areas, relying on London Transport feeding the service at amvcnient points. The company, in planning the route, has also endeavoured to avoid the introduction of competition with existing operators.

The proposed route is from Salisbury through Andover, Basingstoke, Wokingham. Bracknell. Windsor, Slough (connection with joint Bristol/Greyhound, Royal Blue service), Beaconsfield, Amersham, Chesham, Hemel Hempstead and Luton to Hitchin.

Sunderland's Bonus Scheme: To improve recruitment for the town's-bus undertaking, Sunderland transport committee has recommended the introduction of bonuses. Payments of t:50 will be made to drivers and conductors at the end of 5-, 10-, 20and 30-year periods, and in addition. a merit and time-keeping bonus of 7s.6d. a week is proposed. This will he paid to those who work full schedules for the week, hut not to those off sick, on holidays, or those who report late for work. The cost of both plans will he €14.200 per annum,
