Which of the following most accurately describes the problem?

A REPORT presented last week to rA Glasgow Corporation transport committee shows that the average weekly earnings, exclusive of overtime, of the city's 4,500 bus drivers and conductors are higher than in any other provincial town in Britain, with the exception of Coventry, Birmingham and Manchester.

The Glasgow bus driver is being paid an average of £14 Is. Id. for a 42-hour week, which compares with £15 I ls. 8d. in Birmingham, £15 14s. 6d. in Coventry and £14 4s. 8d. in Manchester. But the earnings of the Glasgow driver are 18s. 10d. a week more than his opposite number with Scottish Omnibuses, 17s. lid, more than in Leeds, 16s. 4d. more than in Liverpool, £1 5s. 4d. more than in Edinburgh, and £1 19s. Id, more than in Newcastle.

Mr. E. R. L. Fitzpayne, general manager of Glasgow transport department, who prepared the report, pointed out that the high rate of employment and the high earnings in the Midlands were responsible for the conditions in Birmingham and Coventry.

The Glasgow drivers' average gross wage is 7s. 6d. per hour worked, which, can be bettered only in Coventry at 8s. 3d. and Birmingham with 8s. 2d.

A comparison between the gross weekly earnings, including overtime, shows Glasgow in an even more favourable light.

In Glasgow. with overtime, drivers are collecting an average of £18 5s. 2d. a week for a 484-hour week. Scottish Omnibus drivers are earning about 4s. a week more but are having to work an additional 41hours a week.

The drivers in Coventry. whose average gross weekly wage of £21 11 s. is the highest in Britain outside London. have to Work 521 hours to get this: in Rimingham drivers earn an average of £20 18s. 2d. for 511 hours: in Edinburgh £18 6s. 3d. for 554 hours: in Wolverhampton 119 6s. for 581 hours; in Dundee £14 I 1 s. Sd. for 471 hours, and in Aberdeen £13 16s. 3d. for 46.I hours.
