Which of the following most accurately describes the problem?

• After the end of the Government's wages and prices freeze, higher charges are expected to be introduced for extralong vehicles using the Tyne tunnel between Jarrow and Howdon. Higher charges are already in operation for very wide loads going through the tunnel as this involves stopping traffic coming through the tunnel in the opposite direction on the adjoining lane. Mr H. Allenby, tunnel manager, states that loads up to 120ft long are now being experienced and this also necessitates stopping traffic in the opposite direction because of the curvature of the tunnel.
