Which of the following most accurately describes the problem?

II Regulations now before Parliament will teld two further classes of heavy goods vehicles to those exempted from the need 'or hgv driving licences. The first will allow icenced bus drivers to drive breakdown vehicles belonging to bus operators to give issistance where buses or coaches have voken down in service, The second new :lass has been added to remove an anomaly n relation to breakdown vehicles with :ranes which together weigh less than 3 tons alladen; the driving of all such vehicles will become exempt from hgv driver licensing whether or not they are classified as "motor cars" or "motor tractors".

The changes are contained in The Heavy Goods Vehicle (Drivers' Licences) (Amendment)Regulations 1972.

The Regulations also change the definition of "historic" vehicles; it now relates to the exemption of vehicles first manufactured before January 1 1940, whereas previously these were defined as vehicles first registered before that date.
