WHEN, starting next July, it becomes necessary to submit vehicles for official test, the basic idea is that they will carry more or less normal loads, a requirement that is bound to provide some headaches in the case of specialist municipal units.

While the scheme is getting under way there will be certain initial exceptions pending final decision on various details.

At a recent conference a Ministry official was asked to give an instance of a vehicle which was most likely to prove an exception. He thought a cesspool emptier would be a sure candidate!

I appreciate that inspecting a poorly maintained emptier is not a particularly pleasant task. I might add that just lately I have not even seen anything of those devices that put out a mild perfumed spray while the tank is filling, the time when there is most possibility of odour being apparent.
