A structure for the railways more realistic than any yet attempted. Abolition of the outdated A. B and C licensing system for road transport. Introduction of quality licensing to raise operating standards. These positive ingredients of the Transport Bill would of themselves create a first-class transport policy, well attuned to the times. It is tragic that this brave concept should be wrecked by the unrealistic and unworkable quanitity licensing proposals. and the blatently discriminating tax on transport.
