A COMMITTEE of Worcestershire 21 County Council reports that at a meeting of the council, Mr. W. J. Gardner raised the question of the nuisance and financial loss to fruit growers and market gardeners in the county through depredations bY passengers on motor chars-a-bancs, and suggested that the conductor of the vehicle should be held responsible for any such improper conduct.

In 1921 a similar complaint was received from the Pershore Fruit Groweis' Association and the Evesharn and District Market Gardeners' and Fruit Growers' Association, and a representation was made to the Secretary of State for his views on the subject of these depredations.

He was asked whether he would be prepared to consider a draft by-law compelling the owners of motor vehicles carrying private parties to see that the driver or conductor had in his possession a list of names and addresses of the passengers.

The Secretary of State replied that, RS then advised, he did not think that a by-law on this subject could properly. be made under the Municipal Corporations Act. 1882.

The committee has instructed the clerk again to write to the Secretary of State calling his attention to the con

tinned nuisance and loss to fruit growers and others caused by these improper practices, and to express the hope that when any new legislation is contemplated he will take the opportunity of inserting a provision enabling county councils to make by-laws for dealing with this class of offence.

There may be instances where vinroy behaviour an the part of coach passengers calls for measures of repression, but, generally speaking, the average passenger is a law-abiding citizen and does not seek to create a nuisance in any form. The status of the motor-coaehing industry is, fortunately, not reflected by the action of the minority.
