Which of the following most accurately describes the problem?

• A recovery operative and a truck driver have been killed and another driver has been left seriously injured following a crash on the A90 Aberdeen to Dundee road.

The incident happened at about 04:00hrs on Wednesday 21 August. Allan Murray from APR Craib Transport was having a tyre changed on his truck in the nearside lane when another truck carrying kegs of beer ran into it, causing both vehicles to burst into flames.

Mechanic Alexander McDonald was killed instantly; Murray died later in hospital.

The road was closed in both directions at Powrie Brae, north of Dundee, while an investigation took place and the road surface was repaired.

George Graham from the Association of Vehicle Recovery Operators (AVRO) says: "Around one third of accidents on the motorway occur on the hard shoulder and we are trying to draw the government's attention to this. We advise all our members to adhere to a code of practice when they attend breakdowns.

"This includes advice such as turning the wheels of the recovery vehicle hard to the left and putting the handbrake on, so that if another vehicle hits the recovery truck from behind it will hit the barrier and deflect the vehicle away from the casualTy truck in front."

• A driver was killed last Thursday (22 August) when his truck swerved across the central reservation into the path of an oncoming car on the A14 near Stowmarket. The car driver escaped unhurt.
