Which of the following most accurately describes the problem?

• Conflicting evidence over the payment of vehcle excise duty by Formby Transport Services has led to the adjournment of its disciplinary proceedings before North Western Licensing Authority Martin Albu.

For the company, John Backhouse said Formby changed banks but for a time it used both. Arrangements were made with the first bank to re-present cheques to the second bank and the company believed this was being done.

Backhouse said the company believed that the Department of Transport had not been presenting the cheques to the correct bank. It was understood that everything had now been paid, and excise licences had been issued to all vehicles. The question was were they valid? Albu said the company had accepted the large fines the courts had imposed.

Director Douglas Appleton said no accounts were available as the company started trading in September 1990. But none of the cheques had been dishonoured through lack of finances and all the vehicles on the road had a current licence.
