Which of the following most accurately describes the problem?

tachograph fitment, but when they are fitted will this apply to ambulances?

The EEC regulations concerning the fitting and use of tachographs are contained in EEC Regulation 1463/70 of which Article 3 exempts those vehicles referred to in Article 4 of EEC Regulation 543/69.

These exempt vehicles include, in paragraph 5, "vehicles used for the carriage of sick or injured persons and for carrying rescue material, and specialised breakdown vehicles."

Thus ambulances will not need to be fitted with tachographs.
