Which of the following most accurately describes the problem?

A BAN on outfits more than 40ft long in the centre of Liverpool—denying access except in exceptional circumstances—is just not on according to the FTA.

Previous plans by Liverpool City Council 18 months ago for a similar 43 ft ban were shelved while a survey was carried out following FTA representations. Now the Merseyside County Council has decided to resurrect the ban (CM last week) which includes Lime Street, Whitechapel, and the central shopping areas around Church Street.

Lorries over 40 ft seeking access would have to apply to certain police stations for permission to enter the designated area. Permission which, according to the proposals, would only be granted in cases of emergency or in other exceptional circumstances.

In six square miles of Central London a similar scheme exists but with one important exception access is permitted. FTA is pressing hard for similar access facilities in Liverpool.

Merseyside Chamber of Commerce and Industry's transport committee have called the plans "unduly restrictive."
