Which of the following most accurately describes the problem?

Have you ever sat in a cab getting hat under the collar, stuck in traffic, getting later and later for your next appointment and gazed enviously out of the window at the cyclists sailing past? If the answer is yes, then when a 125,000 scheme in London's Tower Hamlets gets under way, you could soon be joining them, weaving through the jam in a bicycle rickshaw. The introduction of the rickshaws is the idea of Erica Steinhauer who is head of the Rrttish Rickshaw Network. To some, reverting to pedal power might seem retrograde, but not in Erica's eyes: "Rickshaws are the future for transport. If you come out of the supermarket laden down with shopping they are the perfect way to get home." BlImey, with the trolley loads you see some people carting away they'd better have some fit and strapping rickshaw drivers. Anyway, if they prove a success, the rickshaws will be franchised out to other cities in the country. I wonder if the drivers share any similarities with cabbies? "I had that John Prescott in the back of my rickshaw— broke my axles."
