IN a campaign to speed up and expand Government road I plans, the Industrial Association of Wales and Monmouthshire have announced their intentions of preparing an illustrated "black book" of road conditions.

The Association state that in addition to official letters sent on behalf of Welsh industry concerning the unsatisfactory timing and inadequate scope of road proposals announced by the Minister of Transport, there would be a comprehensive dossier of facts and figures to pinpoint the serious disruption to industry caused in Wales and Monmouthshire. Transport operators and industrialists will co-operate in the compilation of this dossier. It will contain ph'otographs of congested spots and accidents caused by insufficient road space for industrial traffic. The Minister will be requested to pay particular attention to evidence of swollen delivery costs incurred in the transport of goods eastwards from factories in Wales and Monmouthshire.

The recently formed Roads Campaign council will hold a conference at Cardiff in May, and additional material for the dossier will be provided from their discussions.

The Association will also put forward the view that Government reluctance regarding road improvements is not purely financial but also because of a lack of qualified staff. They will therefore recommend that there be either staff increases or consideration given to adopting the procedure, followed in certain overseas countries, whereby contracts are placed with private companies.
